This is the intake portal for the Government of Ontario's GPS Monitoring Program, operated by Recovery Science Corporation.

Purpose of GPS Monitoring

The Government of Ontario's GPS Monitoring Program, operated by Recovery Science Corporation, is designed to be used in cases where the court or other decision-maker determines that it is appropriate in the circumstances. GPS monitoring cannot prevent non-compliance or ensure a police intervention in time to prevent non-compliance, absconding, or the commission of offences. Decisions that include its use should be based on the decision-maker’s assessment of its likely deterrent effect on the specific individual and its ability to provide evidence of non-compliant behavior.

Requirements

The following requirements must be fulfilled before the making of an order requiring GPS monitoring by the program:

  • Eligibility Criteria Met
  • Proposed participant provides informed consent and commitment to program rules and procedures
  • Suitability Inquiry submitted, replied to and provided to decision-maker
  • If a decision is made requiring the monitoring, an Installation Request submitted with all required information and documents.

Eligibility Criteria

To be eligible for the government-funded program, the following mandatory criteria must be met:

  • The GPS monitoring must be required by an Ontario bail order, conditional sentence, intermittent sentence, parole certificate, or temporary absence permit. Other forms of conditional release, such as probation orders and peace bonds, are not eligible. Out-of-province conditional sentence orders are not eligible (unless the order has been transferred to Ontario for supervision by an Ontario Probation & Parole Office).
  • The proposed participant must be an adult and the charges must be adult charges. The program is not available for youth or in relation to youth charges, including adults charged as youth. Note that if an adult facing adult charges is in custody at a youth facility, RSC is not permitted to attend youth facilities for installations.
  • The person to be monitored must reside in Ontario for the entire time the monitoring is required. If the proposed order would require or permit them to reside outside Ontario for any period of time while being monitored, the case will not be eligible.

Informed consent and commitment to program rules and procedures

The proposed GPS participant must have been provided with the program’s Client Agreement form (for TAPs) and or Schedule A Rules and Protocols form (for Bail, Conditional Sentences, Parole), agreed to be monitored if ordered as a condition of their release, and agreed to abide by the program’s rules and protocols.

The proposed GPS participant must be informed that:

  • The monitored person's location will be monitored 24/7 and monitoring data may be made available to law enforcement in accordance with the terms of the order. Monitoring data may also be disclosed for other law enforcement purposes when legally required.
  • they will need to follow all program requirements including charging the bracelet daily, responding to communications from the program, and following program procedures related to permitted exceptions to their house arrest or curfew, such as providing leave notifications and, for bail orders, using the program’s mobile app to verify surety accompaniment.

Installation Request

To submit an Installation Request, please click the button below. While it is helpful for us to receive notice of new installations for bail orders and conditional sentences from court staff and defence counsel, we can only proceed based on installation requests submitted by designated staff of the Ministry of the Solicitor General. The installation will be scheduled to occur within 24 hours from the time we receive a complete installation request with supporting documentation that complies with program requirements.

To notify us that a removal is required, please send an email to gps.solgen@recoveryscience.ca with “REMOVAL REQUIRED” and the name of the wearer in the subject line. Please explain the reason for the removal in the body of the email. We will then contact you to verify the details.
